The residents' inability to obtain medical care freely is the result of Wapol's oppressive Doctor Hunt. By gathering skilled physicians under the king's control, he turned medicine into an instrument of power. The health system was not lost solely because of the cold climate or a natural disaster.

Dalton transforms into a bison with the Ox-Ox Fruit and challenges Wapol, then takes the arrows Chess fires at the islanders. An avalanche also sweeps him away, but his initial injury follows directly from his choice to protect the residents.

The Lapahns initially attack Luffy's group, but the relationship changes when Luffy saves one of their parents during the avalanche. They block the pursuers not because of an order or reward, but to repay the person who helped them.

A Kestia tick bit Nami on Little Garden, and its effects later produced her high fever. Her condition became severe during the voyage, but she encountered the cause before reaching the winter island and before meeting the Lapahns or climbing the mountain.

Hiriluk has the resolve to help sick people without charge despite the Doctor Hunt, but his medical skills are poor enough to frighten patients. His good intentions do not mean that his treatment was technically reliable at that time.

Chopper believes the Amiudake is a cure-all and risks his life to bring it to Hiriluk. Hiriluk accepts the kindness behind the act and entrusts Kureha with his thirty-year cherry-blossom research and Chopper's medical education. The mushroom does not cure his terminal illness.

At Chopper's request, Kureha raises Hiriluk's pirate flag and turns the castle into his grave. The flag does not represent Wapol's authority or Luffy's territory; it is a memorial symbol preserving Hiriluk's dream and conviction.

Luffy defends the conviction represented by the pirate flag, not a personal relationship with Hiriluk. The flag has no special defensive or medical power. Through Luffy's stand, Chopper sees the pride that Luffy associates with being a pirate.

Wapol has not lost his power; he simply cannot reach the weapons he needs to consume. Nami has secured the armory key first, denying him access to the resource required for his planned transformation.

Kureha launches the chemical Hiriluk completed into the sky with cannons, coloring the snow-covered Drum Rockies like cherry blossoms. The climate does not suddenly change to make real trees bloom; she fulfills the inherited research and uses it to farewell Chopper.
